Do I need a permit to build a pool in Dubai or Sharjah?

Yes — a NOC (No Objection Certificate) from the relevant municipality is required for new pool construction in the UAE. For Dubai villas, this is typically from Dubai Municipality; for Sharjah it is the Sharjah City Municipality.
